The 2017 IEEE International Conference on Signal Processing, Communications and Computing (ICSPCC 2017) will be held in Xiamen, China, in October 22-25, 2017. The goal of the conference is to bring together leading engineers, researchers and academics from the world to discuss novel theories, technologies and applications in the areas of signal processing, communications and computing. The theme of the conference, "Oceans: The Next Information Technology Application Time", reflects the future hot application fields of signal processing, communication and computing, accompanied with our growing understanding of the importance on sustainable oceans. The conference will feature prominent plenary speakers as well as technical sessions.
Xiamen is an island city with a rich and dramatic history, known in the West as Amoy. It is a well-known tourist port city in the southeast coast of China. It is one of the Cleanest Cities of China, the Garden Cities of China, the National Environmental Protection Model Cities, and the Best Sightseeing Cities in China. Not only being wealthy with travel resources, Xiamen has also temperate weather, fast and convenient transport and communication, and complete travel establishments.

Paper Submission: Submitted papers must not have been published previously or must not be currently under consideration elsewhere for publication. All submissions will be handled electronically. The full papers should adhere to the standard IEEE format and must not exceed 6 pages.
Accepted papers which meet the Conference requirements would be published in the final Conference Proceedings and All presenting authors must register before the Registration Deadline to ensure their paper to be included in the Conference Proceedings and thus submitted for listing in IEEE Xplore. There is current agreement between IEEE and Elsevier that the presented ICSPCC2017 Conference Papers could also be searchable in Engineering Index ( EI ).
All Proceedings papers in ICSPCC2011 to 2016 can be searchable in IEEE Explore and EI.
No Show Policy Any accepted paper included in the final program is expected to have at least one author or qualified proxy attend and present the paper at the conference. Authors of the accepted papers included in the final program who do not attend and present at the conference will be added to a "No-Show List". The "No-Show" papers will not be published by IEEE and IEEE Xplore, EI Complendex or other public access forums, but these papers will be distributed as part of the on-site electronic proceedings and the copyright of these papers will belong to the IEEE.
