Any accepted paper included in the final program is expected to have the first author or qualified proxy attend the ICSPCC Conference in Xi'an and present the paper at the conference. Due to recent development of the pandemic, Overseas travelling to Xina is not feasible in August. The Conference Organizing Committee decided that Oversea Authors should present the paper on line in ICSPCC2021 Conference in Xi'an. 

Authors of the accepted papers included in the final program who do not presented as scheduled in the Conference Program would be added to a "No-Show List".  The "No-Show" papers will not be published by IEEE and IEEE Xplore (and EI Complendex or other public access forums), but these papers will be distributed as part of the ICSPCC 2021 Proceedings and the copyright of these papers will belong to the IEEE.

Conference Proceedings Papers meeting the requirements will be submitted to IEEE Xplore digital library for publication. IEEE reserved the rights to exclude any 2021 Proceeding Papers in IEEE Explorer if the Paper does not conform any requirement as stipulated in this web site. Registration fee paid is non-refundable.

Registration includes Accepted Paper Publication in ICSPCC2021 Conference Proceedings, the rights to attend the Conference held in Xi'an,  Conference, Banquet, Reception, Opening and all Conference Technical Sessions.  One Registration includes publication of one accepted paper in the 2021 Conference Proceedings. Same first author Registration can include two accepted  papers in one ICSPCC2021 registration.    Student Registration can only include one accepted paper. 

Companion Registration is for co-authors to ttended the Conference at a consessionary rate. The Companion Registration does not include the Accepted Paper Publication in the Conference Proceedings and IEEE Explore. It includes the rights to attend all Conference Technical Sssions, Conference Reception and Opening, together with one set of USB Conference Proceedings. No Confernece Banquet is provided..

Delegates registered shall arrange attending the conference at his own expense. It is strongly recommended to have travelling insurance coverage for each delegate attending the Conference.
